What are Music Hubs? Music Hubs are a key recommendation in the government’s National Plan for Music Education – ‘ The Importance of Music’ which was published in November 2011. The Arts Council states that Hubs “will be a collection of organisations working in a local area, to create joined up music education provision for children and young people, both in and out of school. Music Education Hubs will build on existing music services”. Hubs which are successful in obtaining the funding will need to deliver four ‘core’ roles, and will also be expected to obtain other funding in order to deliver three ‘extension’ roles. Values of the hub - Partnership: with mutuality, transparency and effective communication - Inclusion: ensuring equality for all children and young people, regardless of background or circumstance - High Quality: through CPD, reflective practice and ongoing monitoring and evaluation - Respect: for all types of music making, professional and for the choices of children, parents, carers and teachers - Diversity: recognising and embracing a breadth of music genres - Responsive: to the needs of children and the wider community - We recognise that music takes place everywhere – both informal and formal venues from youth centres to garages, school practice rooms to village halls. Aims of our hub - All children and young people have the chance to learn, enjoy and appreciate a wide range of music making opportunities - To develop children and young people’s broader learning and skills development through music making - To ensure that all children and young people have access to high quality information, advice and guidance about progression opportunities - To support children and young people in playing an active role in the musical culture in Cornwall - To continue to build the skills and expertise of a music education workforce across Cornwall - To develop and secure partnerships which will ensure a high quality, broad and inclusive offer to children and young people - To improve equality of access to instruments, music making and performing opportunities regardless of background or circumstance - To provide a robust, sustainable, vibrant and cohesive music education plan for Cornwall Core roles are to provide: - Weekly learning of instruments through Whole Class ensembles for a minimum of a term (but ideally a year) for every child aged 5-18 - Opportunities to play in ensembles and perform - Clear progression routes which are available and affordable to all young people - Regular singing opportunities including choirs and vocal ensembles for every pupil as a result of a singing strategy Extension roles are to provide: - CPD for school staff, particularly to help deliver curriculum music, as well as leadership - An instrument loan service (discounted or free for those on low incomes) - Access to large-scale/high-quality music experiences for pupils via professional musicians/venues – may include publicising opportunities available to schools, parents/carers, pupils. - Hubs can provide services directly or link schools to other providers.
